Internal thermal is recommended in cases where the building is required to be heated or cooled quickly, but the temperature does not need not be maintained for long periods, for example in reception spaces, schools, meeting rooms, cinemas, theaters etc.
It is not the optimum solution for homes, but often it is the only solution, and it definitely offers better results than having no insulation at all, which is the case in many old apartments.
